The Institutional Biosafety Committee (IBSC) in India is a mandatory regulatory body established within research and academic institutions that handle genetically modified organisms (GMOs), recombinant DNA (rDNA) technology, or hazardous microorganisms. Governed under the Environment (Protection) Act, 1986 and DBT’s Biosafety Guidelines, the IBSC ensures compliance with national biosafety standards. It comprises internal experts, a biosafety officer, an external member, and a Department of Biotechnology (DBT) nominee. The committee reviews and approves biotechnology research proposals, monitors laboratory biosafety practices, conducts risk assessments, ensures biocontainment measures, and facilitates reporting to higher regulatory bodies like RCGM and GEAC.
